Abstrak


The misuse of population data in the political party verification process poses a serious threat to democratic integrity and violates citizens’ fundamental rights. One prevalent form of misuse is the deliberate inclusion of Identity Card (KTP) or Population Identification Number (NIK) data into the Political Party Information System (Sipol) without consent. This study aims to analyze the legal implications for political parties engaging in such practices, the legal certainty afforded to victims, and the role of the Election Supervisory Committee (Panwaslih) of Pidie Regency in addressing administrative violations. This research employs a combined normative and empirical legal research method. The findings indicate that deliberate misuse of KTP data by political parties contravenes Population Administration Law, Personal Data Protection Law, and electoral regulations, thereby subjecting offenders to administrative and criminal sanctions. This study underscores the urgency of strengthening legal enforcement and electoral supervision to protect citizens’ constitutional rights and uphold democratic integrity.
