ABSTRACT

Community participation is an essential factor in achieving effective and community-oriented village development. However, public participation in village development planning remains constrained by limited understanding of the planning process, low involvement in village meetings, and the dominance of certain groups in decision-making. This study aims to analyze the forms of community participation through community empowerment and to identify the supporting and inhibiting factors affecting participation in Linggong Sagoe Village, Simpang Tiga District, Pidie Regency.This research employed a descriptive qualitative approach using purposive sampling. Data were collected through observation, interviews, and documentation.The findings indicate that community empowerment enhances public participation in the preparation of village development plans. Supporting factors include the spirit of mutual cooperation, support from the village government, and the availability of village funds. Meanwhile, the main obstacles are limited public knowledge, lack of socialization, time constraints, and the dominance of certain groups. Therefore, continuous community empowerment is necessary to strengthen community participation and ensure that village development planning is more participatory and responsive to community needs.
