IMPLEMENTASI KEBIJAKAN PENERAPAN DISIPLIN APARATUR SIPIL NEGARA PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA (BKPSDM) KABUPATEN PIDIE

Abstrak


The phenomenon of employees who are not in their position while carrying out their obligations and functions as a State Civil Apparatus, indicates that there is still behavior that is not in accordance with the Application of Discipline carried out by the State Civil Apparatus of the Personnel Agency and Human Resources Development Agency (BKPSDM) of Pidie Regency. Seeing the information above, the government must make changes to this matter by conducting research.

This research was conducted because of a violation of the discipline of the State Civil Apparatus in Pidie Regency, this was influenced by internal and external factors, so research is needed to analyze it. Implementation of the policy on the Implementation of Discipline for the State Civil Apparatus of the Personnel and Human Resources Development Agency (BKPSDM) of Pidie Regency by implementing service actions to achieve public policy, fulfilling the provisions for the Application of Discipline for government employees, the State Civil Apparatus obligation in good behavior, behavior guidelines in the professionalism of carrying out tasks and carry out the obligations of the State Civil Apparatus in achieving the government's vision and mission. Obstacles in the implementation of the Disciplinary Policy for State Civil Apparatuses of the Civil Service Agency and Human Resources Development Agency (BKPSDM) of Pidie Regency were influenced by internal inhibiting factors in the form of disciplinary disposition, absence of strict legal sanctions, and workload jealousy. Obstacles stem from external inhibiting factors, namely the absence of regulations from the regent regarding firmness in imposing sanctions on State Civil Apparatuses who violate rules and technical constraints on the error system. Efforts to overcome obstacles in the implementation of the Discipline Implementation policy for the civil servants of the Pidie Regency Personnel and Human Resources Development Agency (BKPSDM) with the implementation of policies to implement a policy have been divided by the expertise possessed by each employee. BKPSDM of Pidie Regency has the authority to socialize the application of discipline and behavior of the State Civil Apparatus.
